The Minnesota Department of Education is requesting comments on its Proposed Permanent Rules Relating to School Desegregation and Integration. A new rule has been posted, and MDE will accept comments on the proposed rule until April 10.
In the proposed rules, the 20% threshold for protected student percentages is the same as in the previous rule, but students who are American Indian (AMI) are now included as protected students. Districts with 10 or more AMI students within their 20% protected students are required to consult with their AMI parent committee as to whether to participate and in plan development.
These rules are pursuant to 2013 statutes 124D.861 and 124D.862 are the result of an Integration Rule and Statute Alignment Working Group. The goals, allowable activities and funding are outlined in 124D.861 and 124D.862. These statutes were a result of the Integration Revenue Replacement Task Force called for by the 2011 Legislature.
MREA encourages affected school districts and individuals within those districts to submit comments.
